Minutes of a meeting of the Zeal Monachorum Parish Council on Monday 19th November 2007 at Zeal Monachorum Village Hall starting at 730 pm.

Present – Councillors Mr J Welsby [Chairman] Mr M Bostock Dr N Burgess Mrs E Eden Mr B Hollingsworth Mr L H G Livingstone-Learmonth

Open forum: Mr J Moore addressed the Parish Council asking for support to ask Devon County Council to fund improvement to passing places on the road which were owned by him.

1.  Apologies for absence – were received from Councillor Castle [illness]. The Council expressed its sympathy to him.

2.  Minutes of last meeting held on Monday 22nd October 2007 were approved and signed as an accurate record.

3.  Reminder to Councillors as to declarations of interest - Councillors are reminded to declare any personal or prejudicial interests they may have in any agenda items. None at this point

4.  Highways issues

To consider whether to make representations to Devon County Council Highways division on behalf of owner concerning resurfacing of passing places on Eastern Road near Butts Farm. Resolved that even though these areas were in private ownership they were used by custom by traffic to pass other vehicles and that difficulty would be caused by their closure and that the Parish Council should write to Devon County Council asking them to fund repairs

Update – Stopgate Cross

The clerk reported that there had been staff changes in Highways but that he had spoken to Mr Hewitt who had checked past correspondence and would progress the work of fitting better signage which had been recovered from another location.

- Speed in village

Highways would arrange for speed monitoring in the village as and when this could be fitted in to the work programme.

5.  Newsletter – to consider how to proceed.

Resolved that the Parish Council newsletter was perceived by members of the public to be worthwhile and should continue with emphasis that it was from the Parish Council. Some members of the public would take any communications by e-mail.

6.  Communications – to consider how use of e-mail and web site may best be managed. The website was extremely professional and links were established to the Parish Council.

7.  Update on village emergency plan. Councillor Bostock had produced a highly professional form and letter which could be printed and had found access to funding to defray part or all of the cost. A further meeting of those concerned would be needed to consider the detail of distribution.

8.  Update on possible sites for children’s play area. The land behind the houses in Western Road had been identified as a possible location and a letter had been written to a possible owner of the land without any result. The land was thought to be “unregistered” at the Land Registry which made tracing ownership difficult. A member of the public suggested who the current owner was. Resolved that the clerk write to check ownership and whether there was any prospect of transfer of a small piece of land.

9.  To consider whether to invite the Chairman of the Devon Magistrates bench [Ms Mary Seaton] to a meeting or whether to send representatives to another meeting either within the village or elsewhere.

Resolved that while the Parish Council supported the work of the magistrates it did not feel that a meeting at Zeal Monachorum would be a worthwhile use of resources.

10.  Planning application from Mid Devon District Council

Stopgate – 07/02112/FULL – replacement of “Velux” windows in North elevation with dormer windows suitable for egress in case of fire.
Resolved - the Parish Council had no comments on the application which seemed to be an attempt to address concerns on an earlier application.

Reeve Castle – 07/02050/LBC – demolition and removal of a redundant pylon within the grounds. Resolved - the Parish Council had no objection to the application subject to any details [such as photographs] being available for archives.

The Hayes [Star Meadow – Town Hill] – 07/02103/ARM - reserved matters. Full planning was granted; application relates to minor changes replacing retaining wall with decking, removal of office and increase in size of velux windows. Resolved the Parish Council felt overall that it did not have sufficient details but noted the comments of the conservation Officer which it endorsed.

The Hayes – 07/02104/FULL – change of use of agricultural land to residential to turn approximately 74m2 land from meadow to garden. Resolved - the Parish Council noted the objections from local residents which had been supplied by them to Mid Devon District Council and opposed this application particularly on the grounds that there seems now to be mention of a sun-room which had not, apparently, previously been mentioned. The Parish Council was concerned that this might be an attempt to obtain a new item requiring planning permission.

11.  Appeal against planning decision - to consider whether to make any further representations to the Planning Inspectorate; comments supplied to Mid Devon District Council will be passed to all parties. Bishops Cottage – 06/00023/UDRU. Mid Devon District Council has served an enforcement notice and an inspector will make a site visit and carry out an informal hearing. Resolved that the Parish Council did not feel that any further representations were needed.

12.  Financial matters – successful conclusion of audit. Results published on notice board. Noted
